If I have FC at 15, do I get any bonus from, say, Celerity?

Wiki says nothing about it, unlike in casting speed section where it says FC is excluded.

So I guess that when it comes to recharge 50% is max either way, and as a mesmer with 15 FC there's no additional benefit of Celerity on mesmer skills.
